Should it be allowed. Part 2

You may remember me posting this photograph a few days asking "Should this be allowed". I was referring to the rubbish stacked alongside the boat.
Well this was the same boat today. The rubbish has all be put on to the boat. I have no idea if the boater did it himself or someone did it for him, but thankfully it has been cleared from the towpath and has not ended up in the canal. Now the owner just needs to licence the boat.
